CUBA
I consider the cuban navy to be entirely sunk. Nevertheless, this is irrelevant to the regular T2K as Cuba was not involved. However, in T2K, the war would not have put any more pressure on Cuba than the long lasting American Embargo. In fact, I would consider Cuba to be the main remaining power in the area with: some naval power and cargo transport, a reduced but working airforce, a full army, medical and some working industrial capabilities.
