    So this is what I have come up with based on the core rules I thought but I cant seem to find the percentages any more. Perhaps V1 rules

    Anyways...seems optimistic no

    Civil Engineer Example:

    1% of a population can be Elite oe Master Skills
    10% Veteran oe Expert Skills
    25% Experienced oe Professional Skills
    40% Regular oe Competent w/ 1 professional Skill

    EXAMPLE
    NYC Population oe 500,000
    1% Elite oe 5,000
    10% Veteran oe 50,000

    1% chance to find the particular General Skill

    Producing
    50 Elites
    500 Veterans

    POSSIBLE NPC's....
    "Oh yes, I WOOT!"

    Elite, etc in their chosen profession perhaps, but as a measure of combat worth Doubtful.
    If it moves, shoot it, if not push it, if it still doesn't move, use explosives.

      Seems like a decent enough ratio although I would argue that 1% is too low for the Elite level, perhaps 2-3% is better although it probably needs adjusting for the particular civilian occupation For example, you probably would not need to have any grocery store employees with elite level skills for their job but it's entirely possible that there's a former taxidriver who also was a racecar driver in his spare time and has elite vehicle skills.
      At the very least it gives the GM a guideline for establishing if for example the PCs can find a master engineer to help them rebuild a damaged bridge or to determine if there is a senior brain surgeon in the area who has the skill needed to perform that very delicate operation on a senior government/military leader.

        Have you actually caught a city taxi lately Most seem to barely be able to drive let alone navigate!

          Cynic has the idea. This is why I created the baseline...to help determine if there was even an option of that skill being found in a certain area. But I cant remember if I just thought that up or if its in the rules some where. :P
