25% Experienced oe Professional Skills
40% Regular oe Competent w/ 1 professional Skill
EXAMPLE
NYC Population oe 500,000
1% Elite oe 5,000
10% Veteran oe 50,000
1% chance to find the particular General Skill
Producing
50 Elites
500 Veterans
