    Ooooo! A good question!
The short answer is yes. The longer and more accurate answer will have to wait a few days until I get home to my books (currently about 1500 miles away).
If it moves, shoot it, if not push it, if it still doesn't move, use explosives.

On July 27th elements of the German
111 Corps cross the frontier in retaliation
for what they described as a "full-scale attack"
by the Polish 4th Mechanized Division.
Within two days Poland and Germany are
      officially at war
      The answer is yes...

      As Hungarian, Bulgarian, and Soviet
troops cross the border, Romania formally
declares war on the three invading nations,
and appeals to NATO for assistance.

I don't have the exact quote, but I'm fairly certain that there's a reference in both V1 and V2 to Italy formally declaring War on the NATO countries after NATO forces attack the Greeks.

The whole area south of the Czech /Austria is neglected I think... Hungary, Yugoslavia, Bulgaria, Italy, Romania... full of history and with the Ploesti Oilfields producing fuel... prime for adventure.
