Having a giant smoothbore shotgun like appliance ready to shred whomever tries to assault your little yeomanry or the doors of your fortified appartment block seems like a good idea to me .Ammo is cheap and the technology to make one isnt too complicated .In fact disposable ones can be made from pieces of steel piping -as long as the shooter has a long stick to liight the fuze or a lot of faith..a lot ..hehe
I'm not that good at coming up with the blackpowder stuff (TR was, and had several pieces on his site), but you're right, HQ -- blackpowder weapons might make a comeback in a T2K timeline for about 20 years or so, especially among civilians. You might even see some conversions of bolt-action weapons into inlines.
