"It's a TOW missile launcher, sir!"
"And what does it do"
"Well, uh, we can destroy enemy armor with it and - "
"Then it's a tank."

Rheinmetall is one of Europe's leading suppliers of armoured tracked vehicle systems in all weight classes.
Army Guide - information about the main battle tanks, armoured vehicles and armament of the land forces and also the information concerning other army subjects - Wiesel 1, Reconnaissance Vehicle, Armoured Vehicles
From the look of it, the Wiesel would seem to have more in common with an APC than a tank, although by 2000, anything with armour and a heavy weapon will be useful as a "battlefield bully".
With it's civilian origin engine it's possible there may be proportionally more of these floating about than other vehicles. It might also be possible to fit engines from damaged trucks, etc (I'm no mechanic so can't speak about the problems). If it moves, shoot it, if not push it, if it still doesn't move, use explosives.
