    This probably wont be a surprise to those who know me, but in my T2kU I have the French supplying covert support to Catalan separatists as part of a policy to keep other countries destabilised by creating pro French client states.

        I agree. Even today nations carry out covert operations to support or destabilise organisations within other nations borders. The US support of the Mujahadeen in the 80's is a prime example of this.
        If it moves, shoot it, if not push it, if it still doesn't move, use explosives.
