Increase initiative

I am in a group that decided to start up a game of Twilight 2000 (I believe V1). We have 3 guys who know a lot about it but no one can find a way to increase your initiative. If you know of a way to increase it that is not a house rule can you please let me know.

There isn't a way to increase initiative in the v1 game rules, but I treat it like any other skill, except that the experience points come from the PC's time in country rather than in the normal way XPs are awarded.
