I was watching one of my favorite programs, Rookie Blue. The current storyline involves a crooked comissioner. I'm guessing a commissioner does nto hold the same rank as in the US (where a Comissioner is almost always the head of the police department). Where does a commissioner fall in the rank structure in Canadian police departments
