One good story is of a 1970s Whitehall transistion to war exercise where a message was mistakenly sent to the Civil Service Catering Organisation asking for three months of provisions to be laid on at a specific location near Basingstoke... so the guy there promptly did a lot of shopping in the local stores...
They had to hide the costs of that in various budgets over the next five years...Comment
