Kevin Kostner films aside, the US Postal Service was earmarked as one of the central functions of government to reestablish order and population tracking post-whoops, through the use of postcards that survivors would send in to be tabulated and recorded for census purposes, as well as for next-of-kin notification.

There is a book with parts of the 1980's era Nuclear war recovery plans. Als for reconstruction, two Federal LEO's are in the Constitution: The U.S. Marshals Service and the Coast Guard(which should be rolled into the Navy at this point).
