At the risk of joke-killing, Spetsnaz are GRU. This is about FSO, which is internal security and Presidential bodyguard* - it's closer to Psychic Secret Service, but with a larger force with broader objectives.

I could see using this more in Dark Conspiracy than T2k, but for someone who wants to do a Weird War III, this sort of weird news can give some good ideas.

*and possibly also assassins of opposition figures
