    ask them to roll a couple of these dices... http://www.etsy.com/view_listing.phplisting_id=26467918

    ...then consult a non-existing table, while saying stuff like:
    -ohh really
    --sad so sad...
    -allmost lucky that time...
    -atlast I can use my .....(insert word like flamethrower or untested handgrenades
    - ...thank god....
    -...guess it could have been worse....
    *

    Another trick I use is handing out a piece of paper with the note (this is just to stress the other player) to a random player

        Or you just sit there and roll the dice and raise your eyes, or mutter an "OOOOOOOH!" as well as "No..." or "Not good!" and never ever give them something to focus on, just say, "it" always be so vague so you let the players minds wander and build up the angst of the unknown!

        I had one actualy ask me once "What are you rolling for" I was honest, "Nothing, just ta freak you out!" Then, when I started rolling copious like, he was at ease! HAHAHAHAHA!!! Until they ran into a far ambush at a bend in the road with a quad ZSU and a rapira towed gun. I had been to generous and they had to many vehicles so I had to weed em down

            ....from last session: (Merc not T2K)

            pre-story can be read at General Pain's Campaign forum....

            ..after an assasination attempt (against them) , the players and npcs fled from the penthouse on the luxury hotell down the staircase...the firealarm started and the staircase was filled various people fleeing down the stairs...
            ...and amongst them another assasin (disguised as an arab in saudi-style clothing) leapt towards the party with a katana in each hand....I asked each player to roll difficult observation.....no-one succeded (hehe) hand he (the assasin) attacked....here I roll a dice 10 to determine who of the party is target of his attack...alas it's the oldest party member (82 year old ex-KGB)..I roll location (with an excellent dice HQ provided)...result: RIGHT FOOT

            ...this was the result:


            after a firefight they repelled the assasin by "throwing" him over the staircase railing in a hail of bullets...

            the foot was later put in an icebucket (with J$germeister logo hehe) and later sown on again....

            the funny thing was after I told the players the foot was cut clean off..they had kind of this expression:
